Possible Warrant Articles for Spring Town Meeting.

  1. Ten-Municipality All-Electric Construction Demonstration Program.  DOER has released proposed rules and a model town rule to implement the demonstration program authorized by last year’s climate law.  As one of the 10 communities qualified to participate, Aquinnah must adopt a new bylaw and apply to DOER.  We may propose to include in the warrant for the Spring Town Meeting an article adopting a new bylaw that will confirm our requirement that all new buildings or major renovations be all electric.  We will discuss.
  2. New Stretch Code and Specialized Opt-In Stretch Code.  DOER’s revised Stretch Code took effect on January 1, 2023 in towns that have adopted the Stretch Code, as Aquinnah has.  Its requirements will be phased in by July 2024.  A Specialized Opt-In Code, which is intended to require new buildings to be even more energy efficient, is available for towns to opt into. DOER proposes that all communities participating in the demonstration program opt into the Specialized Code.  We will discuss whether to propose an article to do that. 
  3. Energy Transitions Initiative Partnership Project (ETIPP) Technical Assistance Project.   NREL has provided us a draft document to define the scope of its technical assistance project for Aquinnah and Chilmark (attached).  We will discuss.  The next ETIPP meeting will be sometime in March.
  4. Eversource Working Group Meeting February 13.   The latest in a series of meetings between representatives of Town energy committees, the MVC, and Eversource took place on February 13.  Luke Lefeber attended and may report.
  5. Update for Select Board.  Bill Lake briefed the Select Board on February 7 on the new energy-efficient building codes (Stretch Code and Opt-In Specialized Code) and the ETIPP the technical assistance project.  He will report on the meeting.
  6. Other Business.
