AQUINNAH CONSERVATION COMMISSION (ACC) Minutes

March 17, 2026

Meeting opened at 4 PM

ACC chose April 28, 2026, at 4 PM for our next ACC meeting.

Motion made and seconded to approve the minutes of February 17, 2026, meeting. Motion passed unanimously.

Communication from Sakiko Isomichi from MVC regarding support for continued Salt Marsh study. She is attending the Select Board meeting today to ask for their support.

Opened continuation of hearing at 4:15 PM for Stig Leschly at 488 & 494 Lighthouse Road Map 5 Parcels 103 & 107. Mr. Leschly’s attorney, Tim Moriarty, requested that we continue this hearing to our April meeting. Motion made and seconded to continue the hearing to April 28, 2026, at 4 PM. Motion carried unanimously.

Opened hearing at 4:20 PM to review an NOI filed by Stig Leschly under the Massachusetts Wetlands Protection Act and the Town of Aquinnah Wetlands Water Resource Bylaw to renovate a single-family dwelling on the existing footprint within the coastal district and the buffer zone of a BVW. Property is located at 25 Oxcart Road Map 2 Parcel 12. Chris Alley, representing Mr. Leschly asked to continue this hearing to our April meeting to allow Mr. Leschly to be here in person. Motion made and seconded to continue the hearing to April 28, 2026, at 4:15 PM. Motion carried unanimously.

Opened the continuation of a hearing to act on an NOI filed by Gilman Anderson and Winifred Amaturo, Trustees, 3 Oxcart Road Map 4 Parcel 34. A second site visit to the property took place at 3:30 PM today.  Reid Silva and James Moffat reviewed the plans with changes that were made based on comments from ACC members. The existing house is being demolished. The new structure will be pulled back from the coastal dune area and beach. The ADU that is proposed will be sited more than 100 feet from the BVW.  The construction of buildings must meet all the floodplain rules and regs with breakaway walls on lower level in case of flood waters. ACC members felt the new home will provide increased protection of the resource areas. Motion made by Steve and seconded by Kathy to approve the new plan with the following conditions.

  1. Snow fencing with waddles packed at base of fencing will surround work area as shown on site plan.
  2. Demolition material to be removed immediately from site and properly disposed of in addition to leaving the site cleaned of all debris before new construction begins. No stockpiling can occur on site.
  3. Only native plantings to be used in final landscape plan. A copy of plan to be provided to the ACC.
  4. A pre-construction meeting to take place with contractor, architect and member of ACC prior to any work beginning on the site.
  5. Subject to PBPRC final review and special permit granted.
  6. Any changes to site plan must come back to ACC for approval.

Motion passed unanimously.
