Aquinnah Climate and Energy Committee Meeting

Agenda

August 7, 2023, 4 pm

  1. Application to Participate in 10-community FFF Demonstration Program.   DOER filed its regulations for this with the Secretary of State on July 18, and it expects the regulations to be published in the State Register on August 4.  The window should open soon thereafter for filing of applications by the 10 municipalities included in the program.  We have a draft application, which has been shared with the Committee and the Select Board.  We’ll be ready to file as soon as the window opens.  DOER has said it will process the applications in the order received.

  1. Possible Grants for Cliffs erosion project.  We will discuss possibly applying for a grant to study and implement measures at the Cliffs to reduce the erosion that is occurring from release of groundwater through a portion of the cliff.  We’ve identified three possible sources for such a grant :  (1) An MVP action grant (the state recently announced a major increase in funding for MVP planning and action grants.  https://www.mma.org/gov-healey-announces-capital-plan-affordable-housing-program/).  (2)  A Coastal Zone Resilience grant (provided by the state as part of the federal Coastal Zone Management program).  (3) A FEMA Hazard Mitigation Assistance grant.  We’ve been in touch with the two hydrologists who helped us with this issue in 2013 in connection with the move of the lighthouse.  Gisele Gauthier, consultant to the Town, is assisting us.

  1. Energy Transitions Initiative Partnership Project (ETIPP) Technical Assistance Project.   We did not meet with the NREL/LBL team in July, as they needed to do more work with the data we and Chilmark had provided. The next meeting is set for August 14, to review their work and discuss next steps.

  1. Other Business.
