Aquinnah Climate and Energy Committee Meeting

Event Date:
Tuesday, April 12, 2022 - 10:00am

  1. Energy Transitions Initiative Partnership Project (ETIPP) Application.  We have joined with Chilmark in filing an application to the Department of Energy for technical assistance in preparing a detailed tactical plan to achieve our 100% renewable energy goal by 2040.  ETIPP is a program to provide technical assistance to “remote, island, and islanded communities to transform their energy systems and increase energy resilience.”  That seems to describe us closely.  Supporting letters have been filed by Aquinnah’s Select Board, Planning Board, Aquinnah Circle Committee, Police Chief, and our committee, by Chilmark’s Select Board, Planning Board, and Energy Committee, and by the Martha’s Vineyard Commission and Dukes County.  We’ll discuss how we may proceed if our application is approved.

  1. The Town’s Annual Report.  The Town’s annual report for 2021 will include reports by our committee and by the CERT.  Our report (attached) includes the results of our energy questionnaire to Town residents.  We will discuss their implications for our activities.

  1. Proposed Bylaw Revisions.  The warrant for the May 10 Town Meeting includes our proposed revisions to the Town bylaws to promote energy transformation in the warrant for the May 10 Town Meeting.  The same three articles are in the warrant for West Tisbury’s April 12 town meeting.  The three articles provide:

  1.   All-electric new construction.  A revision to the general bylaws to require that all new or substantially remodeled construction use electricity rather than fossil fuels for heating, cooling, and hot water.

  1.   Wiring for EV charger.  A revision to the general bylaws to require that all new or substantially remodeled construction provide for a 240-volt outlet, appropriately located, to accommodate an EV charger.

  1.    Authorization to file home rule petition.  Authorization for the Select Board to file a home rule petition with the state legislature seeking authority to implement the two bylaw revisions.

  1. Landfill Solar Array.  The solar array at the capped landfill is approaching its tenth anniversary.  This presents opportunities for the Town under the governing agreements.  Vineyard Power representatives joined our January meeting to discuss the opportunities this presents to the Town under the governing agreements.   I have discussed the subject with the Town’s Finance Committee, and we should schedule a time to discuss it with the Select Board.

  1. Projects for Vineyard Power Development Fund (VPDF).  Vineyard Power has established a section 501(c)(3) charity to handle funds to be received from Vineyard Wind under the Community Benefits Agreement between them.  The initial funds will go into a Resiliency and Affordability Program (RAP).  Jim Pickman, Aquinnah’s representative on the advisory committee to VPDF, will join the meeting to discuss the RAP and possible projects that Aquinnah might submit for inclusion in the program.

  1. MVC Climate Action Plan.  Work is well under way on the MVC’s Climate Action Plan.  Kathy Newman is Aquinnah’s representative on the steering committee, and Bill Lake serves on the Energy Transformation working group.  MVC staff will hold a public Zoom meeting on April 13 at 5 pm to describe the draft plan and take questions from Aquinnites.  Please attend if you can.  Here’s the Zoom link:  https://us02web.zoom.us/j/86258796105?pwd=YVVMS3N6cXRuVXMwZ0hMUnhacnVCdz...

  1. CERT.  The CERT met on April 7.  We’ll get a report on that meeting.

  1. Other business.
